Physical production of vehicle related documents not mandatory

Physical production of the driving licence and vehicle registration certificate while travelling is not necessary/mandatory anymore, further reducing the administrative overhead of government departments by minimising the use of paper, which in turn, makes it mandatory for the authorities to accept the e-version of the vehicle-related documents, which can now be done through mobile phone.

Howbeit, to avail the above said facility, all the documents need to be scanned and uploaded on DigiLocker [the same will also be reflected on the mParivahan / eChallan app of the government] and can be displayed when asked on any digital device. These digital copies can also be shared with other departments as identity and address proof.

This amendment was brought in by the government through Rule 139 of the Central Motor Vehicles Rules, 1989 vide Noti no. G.S.R. 1081 (E) dated 2-11-2018, and notified on 19-11-2018, pursuant to which, the citizens can now produce the transport related documents such as registration, insurance, fitness and permit, driving licence, certificate for pollution under check and any other relevant documents, if required, in physical or electronic form of on demand by any police officer in uniform or any other authorized by the State Government in this behalf.
